What must change is the entire grifting DC culture. I propose a special ballot, a national Referendum RUN INDEPENDENTLY OF THE EXISTING SYSTEM, to approve or deny moving the Capitol to another city, leaving everything behind. Obviously agencies like the Pentagon, the Internal Revenue Service, National Archives etc. will remain in place, but Congress will disband under a rules change that imposes term limits, eliminates external influences and terminates every existing seat, the Supreme Court will relocate as well as the President and Vice President. I suggest centrally-located Indiana. New elections take time. This is fine because Congress accomplishes NOTHING.
